TL316’s Founder was formerly the Information Architect for the Maricopa Community College District for 20+ years, trained in Oracle and Microsoft enterprise database technologies. His educational background was in accounting / finance and that led to an early career in being an implementor of accounting systems as well as a software quality assurance manager for several oil and gas accounting software companies. Systems and processes that are reliable and hardened has always been at the heart of his Information Technology career endeavors. Leveraging his hands-on Data Analytics expertise, he led a team of election subject area experts and IT consultants in creating end-to-end audit technology with Maricopa County Data with 3500 hours of Data Science analysis and development.
Our Journey
Using Business Intelligence technology, an Election Oversight Data Warehouse was built on election public records data that spans the last decade, and its loading and reporting processes were designed to be structured, repeatable, and scalable. Its purpose is to provide management level insights as to Arizona voter registration data as well as Arizona election processing. Its primary focus has been Maricopa County but other Arizona counties such as Pima and Pinal have been analyzed and associated specific data studies were developed.

Our Election Oversight technology’s capabilities to measure and monitor the Maricopa County elections has been developed and enhanced over 5 Arizona elections. As a volunteer, he helped to generate data findings in support of multiple election cases, most notably Kari Lake and Abe Hamadeh, revolving around Arizona election law and processes. One of the technology advancements that we are most proud of is the end-to-end Chain of Custody audit linking Voter Checking data at Voting Centers and the subsequent tabulation and counting of those ballots for Canvass Results reporting.

Dustin Landagora
Founder/ Partner
Dustin Landagora has provided Business Process Re-engineering services and Data Governance expertise for large entities such as the Tennessee Valley Authority, Citicorp, AT&T, Security Pacific Information Systems, and Maricopa Community Colleges. He has over forty years of experience with accounting systems and banking system implementations, database administration, systems development, systems quality assurance, software testing, process modeling and data modelling as well as Information architecture.
Maddie Macdonald
Election Review Manager
For the last 5 years, Maddie Has been very active in and around the elections in Maricopa County including working various temporary election positions across 5 elections in the last 3 years and taking leadership roles in her precinct, Legislative District. Madeleine currently sits on two Executive boards and serves as a Deputy Registrar in the Maricopa County Elections department as well. Using her 33-year process-focused career in engineering and business at a progressive high technology development and manufacturing company, Madeline was able to provide process improvements in the Curing and Signature Verification Department at MCTEC which assisted the team goal to meet their Curing deadline goals. With her Program Management Professional Certification and diverse experience, key strengths include excellent project management and systems engineering skills, dependability and commitment, customer satisfaction, leadership effectiveness, decision-making, team building and negotiating skills for win-win solutions and superior communication skills.
Sarah O’Neill
Election Review Manager
Sarah began working with TL316 in Feb 2024 serving as data analyst in the development of the Election Oversight Data Warehouse. Sarah has a strong accounting background having been involved in internal/ external audits on multiple levels, as a Finance Manager, Division Accountant, a Controller, and an Accounting Manager has expertise in planning and analysis, tracking and reporting, with demonstrated achievements in applying strong cost accounting knowledge, managing complex projects and initiatives, and using critical analysis to problem-solve. Highly organized, strong communicator. Manager for the Beckman Credit Union.
Brian Conneely
Election Review Specialist
Brian began working with TL316 in 2022 in coordinating an Oversight Audit commissioned by concerned citizens to audit Election Day chain of custody activities and then also conduct the second step of Auditing which is Reconciliation focusing on the reported results for Election Day Ballots related to the 2022 General Election in Maricopa County. He also served as a data analyst in the development of the Election Oversight Data Warehouse and associated end-to-audit capabilities.
Connie Goers
Election Specialist
Connie Goers has been active in many of the Risk-Limiting Audits that are conducted during an election at Voter Centers. She has been an Inspector since 2004 and because of her depth in working at The Voter Centers, she has been promoted to supervising the Inspector Troubleshooting teams on Election Day.
Mary T Rodriguez
Election Specialist
Mary T Rodriguez brings the perspective of being involved in election related audits in Pinal County. In performing Risk-Limiting Audits that are conducted during the election, she participated in the 2% Hand Count for Precincts in 2022 and being the political party observer for Logic and Accuracy testing in 2020. Activity-wise, she has been involved as a Precinct Committeeman and State Committeeman since 2009.
Jamie Martin
Election Specialist
Jamie Martins had a diverse Compliance and Risk Management career at American Express where she acquired her Six Sigma green belt certification due to her expertise in project management, inclusive of project life cycle/project methodology, documentation, training and consulting. Jamie will be much leaned on for her compliance expertise as she was highly respected Corrective Action Plan lead in Risk management and Compliance Monitoring.
Dawn Landagora
Election Data Specialist
Dawn joined TL316 in 2024 to provide technical support in doing web development, providing cloud administrator support. Dawn also serves as a data analyst in providing quality assurance for our data studies as well as facilitating Public Records requests.
